Easy as pie! Just shoplift from the shop below and you will be entitled for a free ride in a police car. Besides, you can also have your name appear on newspaper for some additional fame as a lucky winner. Indeed a creative contest. Do we call this a contest by the way?

Haha! Great way to let everybody know what can happen. Believe it or not, many people DO NOT think there can be consequences, they just see and go for the goal.

In China or New Zealand, the store will be in big trouble. In New Zealand, if you catch a thief in your house, you can call the police. However, if the thief wants to leave and you are preventing him from so, you will be charged of false imprisonment. If you humliate the thief in any ways, you will be charge of haze. If you strike the thief, you will charged of voluntary assault.
Mostly in China, the thieves can sue the store or local government for invading their portrait, reputation rights and it usually ends up that the store helps the thief paying the fines.

Why on earth do those countries have laws to protect the thieves? At least not as funny as being charged for not letting go the thief? Weird
